I've tried to install SP3 three times and after install it says Windows did
not start up correctly, tries to reboot and then asks how I want to start
Windows. The only way I can get it to boot up is to go into safe mode, and
go back to a n old restore point.

There is a known XP SP3 Upgrade issue with varied computer sets. Install
appears fine but you get stuck when told to Re-Start Computer - "We're Sorry:
Windows did not start successfully, etc.â?? and Use Last Config or Start Normal
both recycle to same error page. Internet Access failed for me, too.

Here's what the MS tech had me do to Fix this: Turn machine On: tap F8 into
Safe Mode: Start:Run: Regedit
(HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Intelppm\Start and
change the 'Start' value to 4 (mine was "1"), then reboot the system.
Dbl-Clk Intelppm and/or Start folder in the chain if the right pane is
blank when either is hi-lighted.

Edit Added: Potential RAID Controller driver Issue:
* If you do only the fix portion above, you may find when you reboot that
you have a new Stop Error or reboot loop due to a driver for a Promise RAID
controller that is not in your system. The following portion of the fix will
resolve this side of the matter, and will not effect things if you actually
have such a controller installed:

Open Device Manager, click View on the menu, click Show Hidden Devices,
click Non-Plug and Play Drivers.

Locate the entry for ftsata2 in the list. (Do not be concerned if it is not
found, just go skip the rest of the step.) Click twice, click the Driver tab,
and change the Startup type from Boot to Demand. Reboot to Normal mode.
