http://support.microsoft.com/kb/949385/ may not help in this case.

Windows XP is installed on drive C: or?

Are you having Vista installed on another partition which is visible
in Windows Explorer?

You are not using an encryption tool (like TrueCrypt) to encrypt your
partitions?

Okay, which folder is Windows Explorer opening after you've typed
%temp%
into Run in the Start menu and hit [Enter] or clicked on OK?
Note the folder (you may want to look into the address bar of
Windows Explorer).

Now repeat the steps above for %tmp%

Please tell us, which folder(s) is/have been opened in both
cases.

Could you specify which applications are running in the background?

Freudi

Both? Okay. Now let's check the system wide TMP and TEMP parameters:
Start -> Control Panel -> System -> Advanced -> Environment
Variables -> System Variables.

Please scroll down the list and look for the values of the
TEMP and TMP variables in there. Which folder are they set to
and does the folder exist on your machine?

Afterwards let's just check the registry (heart and brain of Windows,
so handle with care!):
Start -> Run -> regedit [Enter/OK]
Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion
and tell us about the content of the "SourcePath" value/name in
there.
