I have a user that installed SP3 on her home computer, but it did not go well..
After the installation and first reboot, a blue screen was briefly
displayed. There was a "click" and the PC rebooted again. Then began an
endless reboot cycle. She could never manage to read the message on the blue
screen, but it seemed to begin with "If this is your first time running
Windows..."

She was able to press F8 and the Safe Mode selection screen was displayed,
but she could not move the cursor to highlight "Safe Mode"--it stayed at
"normal" Windows. She tried this several times.

Anyone have any suggestions with this?

Just a note...I haven't seen any major problems with any of our office
computers that have been updated. They are all less than 3 years old. The
problems our employees are having are on their older machines at home, most
of which are well over 5 years old.

What kind of keyboard? Compatible with OS in that state?
Perhaps you should try a different one?

BTW does anything else move the cursor in that state?
Tab key for example? Typing first letter of selection?
