I needed to reinstall SP2 on my system but now it can not install due to

Apparently you are not downloading SP2 you're downloading "Service Pack 3"

"1301.671: Service Pack 3 installation did not complete."
First, make sure that your anti virus software isn't locking the registry and preventing
the installer from modifying the same.

TaurArian,

I use Alwil Avast and totally disabled it and tried the install with the
same results. I'm currently looking at kb article 873148 as a potential
solution.

Ok, so that I'm clear here, I did a repair reinstall of my system that had
XP SP2 on it and now will not allow me to reinstall SP2 so that i can change
to SP3, further support isn't possible. If a complete reinstall of the OS is
done, will that allow me to install SP3 bypassing SP2?

You must be running WinXP SP1 or WinXP SP2 to be able to install SP3. MS
Support can help you with this.
