Hi,
I would like to be able to find out if a particluar file on a Windows
2003 server is open (and if possible who has it open). Is there a way
to do that programmatically?

Try this:
net file | find /i "xxx.doc"
where "xxx.doc" is the name of the file you're after.

Thanks! That looks like it works. Is there a way to add a remote server
as a parameter, or must it run on the server itself?

Use psexec.exe from www.sysinternals.com.
