What happens in the recovery console if you run the SYSTEMROOT command from
the root of the boot device? Is that command supposed to physically move
the system32 folder to be under the root? What does the command actually
do?

Nothing, it simply sets the current working directory to the directory the
variable %systemroot% resolves to. (generally windows or winnt)
