Aside from doing a full system state backup, does anyone know of a program
that would maintain a full set of Daily / Weekly / Monthly backups the
Windows DHCP, Active Directory, and Registry? I realize it is not brain
surgery to write it yourself, but I would value having some high quality
commercial software for such an undertaking as well, mainly for error
checking and notifications about failures to backup files.

Well, ntbackup is always installed and capable of all you need. If you like
some other, just google for backup software or backup solutions.
