windows Me restart

every time if i hit start shut down and choose restart
or if after laoding or uninstalling programs. every time I
restart it closes the desktop but just hangs without
restarting,somtimes there`s a blinking cursur in the top
left corner.whats up with that

I have the same problem every now and again. It seems to
happen when when i have not been very active. I just press
restart button and then the off button. Leave it for a
while and then turn it on again. Seems to be fine after
that. Hasn't happened though since i rebooted the computer
(touch wood) mabye thats the key!
