First, I get a black screen that says.

Microsoft Windows Millenium Startup Menu.
1. Normal
2. Logged
3. Safe Mode
4. Step by step confirmation

Then after I pick any of the options it goes to a blue
screen that says.

Windows protection error. You must restart your computer.
System halted.

But, after I restart my computer the whole process starts
over. It just keeps repeating itself without any results!

What did you do before this started happening? Install anything? If you
choose Safe Mode, can you boot into there?

If it gives a Windows Protection Error on all 4 startup menu options
then you probably have no choice but to do a reinstall of your Windows
Me.
