when installing new software, updates, patches or norton
utilities optomization that includes optomizing the
registry, that requires a reboot of the computer to make
the changes effective, the computer shuts down to a black
screen with a white blinking cursor. It goes no further
and is completely hung requiring a power off to get it to
restart. Using a restart from the shutdown options works
fine as does a control alt delete. It only hangs when
software etc tries to reboot the computer. Any
suggestions would be appreciated.

Get rid of Norton whatever, run your pre-installed A-V scanner.
Black screen means a possible virus or virus activity that has not been
yet detected.
