Depends how you've installed the two - more details needed.

Assuming that you've correctly partitioned your hard drive to dual-boot two
operating systems, format the partition that contain the Windows ME.
If you have installed XP and ME under the same setup, you risk total data loss
if you are unsure.

unfortunately it appears to be on an unpartitioned drive. (I took over this
computer from my Father-In-Law, and now I'm trying to clean up the mess).

From what I understand, it started out as a Win98 OS that was converted to
Win ME. From there he went to 2000 and now to XP without understanding the
ramifications.

So how do I fix this??? BTW, I just added a new hard drive to be used as
additional storage, I'm wondering if I should just convert that to a boot
drive, load a fresh version of XP, and make C the primary Slave drive and
reformat it, then reload software. I didn't want to go that route, but will
unless someone can help me out.

With a history like that, I suspect that your best option would be a
reformat/reinstall :(

It would certainly make sure that you have a clean system to play in!

over-installs are OK - providing the previous install has had 'due
diligence' - i.e. been cleaned of malware of all descriptions - but the
upgrade tree you've stated has one BIG fault - the ME to Win2K one, which is
unsupported by MS (and frequently causes major problems).

you really would be better off backing up DATA you want to keep, and
reformatting the HD (or, as you say, making the new HD the master,
reinstalling XP [or whatever] and starting again from scratch)

Good Luck - post back if you need details

One more question, is there a way to install XP and wipe out everything on
the drive and then I'll re-install the software that I need, instead of
dealing with the jumpers on the hard drives? I have no problem with
re-installing all my software but I really don't want to be messing around
with swaping the drives--I'm not to familiar with that kind of stuff.

Simply boot up with the XP CD in the drive, and take the option to install
afresh - it'll try to install into an empty partition if it can, but tell it
where to go, and it will :)
