Not a valid win32 application

I get this message when I try to open a jpeg file. When I
try to go and open my control panel to change anything it
displays a message that says, "you may not have
appropriate permissions to access the item". Help!

Run "control.exe" (no quotes) from your Run > Dialog Box.
