I recently got a Laptop with windows ME already installed.
I am the only owner of the computer and therefore want to
have the entire system password protected. When i turn the
computer on it asks for my user name and password but if i
dont enter a correct password and hit cancel, access to
the desktop is still given. How do I set it up so that if
the users password is not known its not possible to access
the desktop??
Thanks!!

This is not possible without using third-party software - although there
are some tweaks available to improve matters.
Your most secure option is to use a CMOS (BIOS) password - without which
your computer cannot be started.
Read you manual (or go to the manufacturer's website) for instructions on
how to set one up.

I concur with Noel.

The Windows Registry Guide provides a range of registry tweaks for
Windows,
including the prevention of "cancel" at logon. http://www.winguides.com/
It will not secure the computer, but can be a deterrant to unsavvy
computer users.
