This is a legitimate Win ME program - as you'd have found out if you'd gone
to Google and got this link

PCHealth Scheduler actually does very little for the user, except use disk
space, and CPU time! It's designed to take a system snapshot every 10
minutes and store the results in case they're requested by tech support. (I
know of no-one who's been asked for them yet!).
You can (and perhaps should) disable this program - but it has to be done in
two places. In Task Scheduler (as you've found), and also in MSCONFIG -
where it appears as PCHealth (pchschd.exe). Type MSCONFIG into the Start|Run
dialog box, and click OK, then click on the Startup tab, and uncheck the
entry.
