Each time I startup my pc a thorough scan disk runs before
anything will load in. This takes much time and is
useless because it never finds any problems. The message
with the scan disk is "windows noticed an improper
shutdown", even though the shutdown was done correctly.
Any suggestions???

If scandisk is running each time you boot your system that means that Win Me
did not shutdown correctly despite your assertion to the contrary. The
problem could be as simple as the system shutting down too fast before the
last few bytes have been written to the hard disk, those bytes always being
the amount of free space on the disk since this information changes so often
whilst the system is running that it is held in memory rather than being
written to the disk each time it changes.

Tracking down shutdown and power-off problems (they differ) can be somewhat
difficult but may I suggest that you start by having a look at MS KB 273746 -
"How to Troubleshoot Windows Me Shutdown Problems"
(http://support.microsoft.com?kbid=273746) and then move on to Jim Eshelman's
pages at http://aumha.org/win4/a/shutdown.htm and
http://aumha.org/win4/a/shtdwnme.htm which cover this topic. Hopefully you
will find advice there that will help your resolve your problem.

You might also want to check that you have installed the Windows IDE Hard
Drive Cache Package from the Windows Update site. For details see KB 273017 -
"ScanDisk Runs Even Though Windows Shut Down Correctly"
