when I try and shut down I do not have a safe mode- any
other terms to look for?

I'm not quite sure I understand your problem. Safe Mode is an option at
startup rather than shutdown so what is happening when you attempt to
shutdown your PC? Or is it that having shutdown, your PC always restarts
in Safe Mode?

No, you wont have that in the shut-down dialogue menu.....do a restart, then keep
pressing F8 until you get the dos screen "startup/boot" menu, which has the
choice of "Safe Mode" among others.
