Are you saying this does not work for you?
To add toolbars to the taskbar.............
Right-click an empty area on the taskbar.
Point to Toolbars, and then do one of the following:
To use the Links toolbar, which makes it easy to go to Web pages you use
frequently, click Links.
To use the Quick Launch bar, which makes it easy to open an Internet
Explorer window, read your e-mail, or access frequently used programs, click
Quick Launch.
To use the Address bar, which lets you quickly go to any Web page you
specify, click Address.
To use the Desktop toolbar, which places items from your desktop on the
taskbar, click Desktop.
To create a new toolbar, which enables you to select folders or Internet
addresses to store on the taskbar, click New Toolbar.
Notes
You can resize the toolbar, or move it to another location on the taskbar,
by pointing to the vertical bar on the left side of the toolbar and dragging
it to the left or right.
You can create a floating toolbar by dragging it from the taskbar to the
desktop.
To remove one of the toolbars from the taskbar, right-click an empty area on
the taskbar, point to Toolbars, and then click one of the toolbars with a
check mark.

If this is the case, you may have the toolbar pushed off to the side or
moved to another side of the screen. I think there is a keyboard shortcut
(which I can't remember at the moment), that will make it popup. I am sure
one of the gurus will be along shortly to add to this.
