APPS.INF is to be found in WIN_18.CAB. The cab files are located in the
Win9x folder on the Win Me CD or alternatively in either
windows\options\install or windows\options\cabs. Look for WIN_18.CAB and
then when asked point the installer at the folder containing the cab file.
Be sure to copy the file into the Windows\INF folder and also, the
Windows\INF\INFBACK folder.
