Using a 'standard' WinMe installation - you can't.

You need MS Word or other third party utilities which offer this feature.

You could perhaps use WinZip to compress your notepad file and use the
password option to protect it. But WinZip does not 'come with' WinMe.

The Windows Millennium Compression Tool can encrypt files? just right click
zip file and click encrypt.
