I had problems with a website and was asked to update
Explorer.

1. I updated Explorer
2. I downloaded from the Microsoft site what I thought
was a Microsoft download that ended up being a link to
Speed-bit. I letter uninstalled it as it was causing its
own problems.
3. I downloaded a Windows ME update.
4. I updated Norton Utilities and looked for problems and
my PC still hangs up during shut-down.

If I do a control alt-delete it says that "OSSPROXY not
responding"

May I strongly recommend that you check your system for other unwanted
commercial malware, parasites and the like using the free AdAware
(http://www.lavasoftusa.com/software/adaware/) and SpyBot Search & Destroy
(http://www.lavasoftusa.com/software/adaware/). Other useful tools include
BHOCaptor (http://www.xcaptor.org) that checks for unwanted Browser Help
Objects and SpywareBlaster
(http://www.wilderssecurity.net/spywareblaster.html) which can help prevent
some parasites getting a grip on your PC.

You should also check for variants of the odious CoolWebSearch hijacker and
the best way of to do this to use merijn's CWShredder which can be downloaded
from either:

or
