I'm not sure when this occurred, but I just realized that I lost my
additional keyboard/languages in Control Settings. The config allows me to
Add a particular language, but when I click Apply, it just bleeps and
nothing happens. It just has the basic EnglishUS language/101-keyboard in
the list.

How can I get the functionality to add Languages back?

See if this might be of help:

1. http://www.microsoft.com/enable/training/windowsme/keyboard.aspx
