It appears that the version of ntdll.dll on your PC is not that expected by
the file avicap32.dll. Since avicap32.dll and ntdll.dll are both part of Win
Me is it possible that you have installed a program designed for use on XP
rather than Win Me that might have replaced one or other of those files?
Since ntdll.dll is protected against replacement by Win Me's System File
Protection I think the file that has been changed is likely to be
avicap32.dll.

To help determine what might have happened locate all copies of avicap32.dll
and ntdll.dll on your system, and then right click on each, select Properties
and make a note of the version and date information for each file. Those that
are shipped as part of Win Me are as follows:
AVICAP32.DLL and NTDLL.DLL are both v4.90.3000 dated 8 June 2000.

Post back to this thread details of what you find including the location of
the files with versions and dates other than the above.

As I suspected the problem is avicap32.dll. You appear to have the version
intended for use on Windows 2000. I would suggest you replace this with the
correct version by restoring the Win Me version from the Win Me cab set. I
would strongly recommend you NOT to attempt to install a non Win Me version of
ntdll.dll.

Avicab32.dll is contained in WIN_10.CAB of the Win Me cab set and can be
restored using MSConfig | General | Extract File ... and following the
prompts. The "cab" files are in the Win9x folder on the Win Me CD and/or in a
sub-folder of Windows\Options. See MS KB129605 - "HOW TO: Extract Original
Compressed Windows Files" (http://support.microsoft.com?kbid=129605).
