I just signed up w/a new ISP. I've tried to connect and
I keep getting no dial tone. Is it my modem or ISP.

Nothing to do with the ISP, perhaps your modem to phone socket lead is damaged.

under your new ISP. This should be in your ISP setup
directions. To make sure test your modem with the phone
dialer option.

Confirm that your modem is working - or at least dialling!!

Run dialer.exe (note only one L) and confirm that the modem connects to your
line and dials. (NB this is a dialler - NOT a call handler utility).
Get it to dial your own number, give it a few seconds and then lift your
(adjacent) telephone
handset and listen for the engaged signal.

If dialer.exe does not connect, you need to troubleshoot your modem.
If it does connect, the problem seems to be with your ISP

The problem is in the modem, or with the modem driver. If
you go to the control panel and look at the list of
hardware you will see a listing for the modem. If you
double click on this item it may even have some built-in
testing software.

Modems and printers can be rather finicky. I have a very
intermittent problem in that about once a month my modem
will say "no dial tone". I reboot the computer and it
goes away. Similarly, every once in a while the computer
loses track of the fact that it has a CD drive in it.

You did not mention whether the new ISP is one of those
like AOL that takes over your whole computer, or if it is
one of the simple ISPs that just provides Internet
service. This could make a difference in resolving the
problem.
