could not change partition for o/s upgrade....

I have an HP Pavilion XT853 and it has WINme on it. I tried to format the
disk to install Win 2000 pro on it, but when I try to delete the primary
partition it tells me this.

Could not change partition, because the disk could not be locked

What do I do to be able to partition this HD?

Unless using third party tools you cannot use fdisk to make changes to a
partition which is currently in use as might appear to be the case here.
Instead boot to DOS using a floppy and use fdisk and format from the DOS
prompt.
