I'm having a problem with Explorer - I can't see the
content of any windows - all blank, even when exploring the
net (though a sight seems to load in progress bar). I want
to repair explorer, but since I can't see the Control
Panel, I need to do a command line (start>run>etc) of the
add/remove utility. Can I do this?

Are you able to see the Add-Remove Programs wizard in Safe Mode?
If not, consider using SR to revert to a previous time.
