I have a 48.3 MB file in my Windows/Temporary Internet
Files directory called Content.IE5. Is this an historical
file from IE5 that can be safely deleted?

Content.IE5 isn't a file but rather a folder. This folder comprises your
Temporary Internet Files and will usually contain further folders with random
8 character names, again usually created in sets of four, with four folders
for roughly every 50MB of contents.

No do NOT delete this folder but instead use the GUI provided. Control Panel
| Internet Options | General | Delete Files and check the box "Delete all
offline content", OK and OK again.
