Windows ME hangs at Startup

Help! I tried to start up Age of Empires and it said I
needed Direct X 9. I went to Microsoft and downloaded
it, at the end I got an error message on the blue screen
of death. I re-boot the computer and it gets hung up on
the "Microsoft ME" opening page. I tried to start in
safe mode, but that doesn't work either. I don't know
what to do because **I even did a scanreg /restore on
command prompt and that didn't work. ANY HELP YOU CAN
PROVIDE WILL BE GREATLY APPRECIATED. PLEASE EMAIL ME AT
TODDCEE@AOL.COM with Subject line DIRECT X.
