What file or do you mean the Windows folder? If so remember that by default
this folder contains
a) Your swap file (win386.swp)
b) Your temporary folder windows\temp
c) Your Temporary Internet Files (windows\temporary internet files)
d) Your desktop (windows\desktop)
e) Your Outlook Express message store. (I may be wrong here as mine is always
placed elsewhere but seem to recall that the default location is somewhere in
the windows folder.
All of which take up space depending on how much they contain.

If you upgraded to Win Me from a previous operating system and chose to retain
the old systems files in the event of your perhaps wishing to uninstall Win Me
then these are also probably in the windows folder and taking up a lot of
space. Note also that the Win Me cab set of around 160MB or so will have been
saved in a sub-folder of windows\options.
