Automatically Windows XP boots first in a dual boot. How
can I make Windows ME be the default choice in startup?

Edit (in XP) C:\Boot.ini. You can do this directly, after unchecking the
read-only box in r-click | Properties, or indirectly via Start | Run |
msconfig or by r-clicking in My Computer | Properties etc etc. Change the
Default line to:

Default= C:\

You'll notice that in the Operating Systems section it has

C:\= "Microsoft Windows"

which is your Millennium installation.
