Do you mean booting from, and trying it with, the Startup Disk?

Did it attempt to restore the registry before 'it re-booted' or did it not
even give you the restoration options?

Do you mean a black DOS screen, or the WinMe splash screen or the Desktop
screen?
Have you tried running the F-protect virus checker in Real Mode DOS?
