Do you have either Norton Internet Security or Norton Personal Firewall
installed? If so then this could be the cause of your problem since there is
a timing problem with IAMAPP.EXE loading as Win Me starts up which results in
Explorer displaying various folders at startup. The solution being to remove
the registry entry that launches IAMAPP.EXE and instead launch the program
using a shortcut in Start | Programs | Startup.

Finally Windows Explorer can pop up when booting if you have both a
C:\Programs folder as well as a C:\Program Files folder. If this is the cause
you will need to re-think your folder names if you want to prevent the problem
from occurring.
