Have a look at Win Me's help and support where you will find the answers
to this and many other questions.
Win Me's state manager (which runs system restore) monitors changes to
some 550 different files types wherever they may be located on your system
with the exception of a few specific areas, primarily the contents of the
My Documents object together with the contents of the Temp, Temporary
Internet Files and some other specialised folders including History,
Cookies and Favourites.
When a system is rolled back to a previous checkpoint or "state" the
registry and files are returned to the exact same state they were in at
that time and if they did not exist when the checkpoint was created will
be deleted.
Files with a CFG, INF and INI extensions are just three of the 550+ file
types monitored by the state manager.
