Sorry I don't have your solution. Just wanted to let you
know I'm searching fot the same answer. I downloaded the
security patches Microsoft offers, and now I have the same
problem you have. If you find the solution, would you
please let me know?? I'll try to let you know if I learn
of a solution, too.

Do a "Repair" of IE. One of the primary cause of failures when applying updates
is downloading and installing the updates while you have other software running.
That includes the primary culprit.....Anti-virus programs.

thanks for your post,
but not sure where the 'explorer bar value' is that this microsoft support
file refers to

++quote
To resolve this issue, use Registry Editor to delete the ExplorerBar value
in the following registry key, and then restart your computer:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main
++unquote

also: if I uninstall IE6 does that also remove OE and all the messages -
guess I have to back them up and load them up again afterwards?

There is no reference to ExplorerBar in mine either - hence the need to
delete it only if it is there <g> My *guess* is that if you can't see
'ExplorerBar' listed in the RH pane
in the Registry Editor then you don't have that particular problem and you
should consider the repair option.

However, you imply that you haven't tried the repair option - don't worry,
it is an option offered only *after* you've selected add/remove. You don't
actually have to uninstall IE6, just repair it.
