I'm on dial-up, and for the past couple of weeks my
internet hasn't been as smooth as it used to be. (I use
the I.E. browser).

For example, if I click the dash to lower a window, it
won't go down smoothly. It goes down a bit slower and
almost in sections.

And when I scroll web pages, they don't scroll smoothly
either. They scroll in "sections."

I'm up to date with Norton and ran it, nothing came up. I
scan disk, but sometimes it doesn't get that far - 2 blue
blocks and that's it. It keeps running but doesn't get
any further then the 2 blue blocks. And the times
it does finish, there's no errors.

The sluggishness does clear up after I reboot, but after a
while it happens all over again after I do something,
such as open my scanning software or after I put an
attachment onto an email (to my hotmail account).

I ran the Resolution Asst. and had it check the memory,
hard drive and CPU. They all checked out.

I even Alt-Ctl-Del and "end tasked" everything besides
I.E. and rebooted. But again, the sluggishness returns
and scan disk still doesn't get far.

I restored defaults in the Internet Options "Advanced"
tab, but that didn't work either.

I don't download music - I don't download anything.

I deleted my cookies and all temp files (I do that weekly
anyway). But still, the 'herky jerky' Internet returns.
However, for the past couple of weeks, I've noticed a
folder, "content i.e. 5," in my temp files. And inside
the folder are "index.dat" files. They can't be delted -
"access file might be in use" huh? - but I can delete the
folder. However, it and the .dat files always returns.

Could that be the problem? If so, how can I make sure they
don't keep coming back?

Run a Process Viewer like Process Explorer at http://www.sysinternals.com and
look in it to see what program might have a high CPU usage. If you find
anything that you don't recognize with a high CPU usage, you should disable
it via Start>Run>MSCONFIG>Startup.

Hmm, could be video driver problems.

Well, that sounds like a runaway (spyware) program kicking in after Windows
has been running for a while. Maybe you should try Adaware at
http://www.lavasoftusa.com and SpyBot S&D at http://security.kolla.de.

Well, if you "end task" everything and reboot, all of the programs you "end
tasked" will load again. Try it without rebooting. Then again, some spyware
won't show up under Ctrl+Alt+Del even though it's running.

It's not an Internet setting problem - it's something on your computer.

Index.dat files are supposed to be there, and they are normal. They can't be
deleted. They shouldn't be deleted.

The other day I was having sluggish IE problems, and when I looked at my
Internet cache, I discovered I had nearly 10,000 files in there. Wow! I
deleted them all, and the problems went away. Make sure you delete the files
using Tools>Internet Options>General>Delete Files and check Delete all
offline content. Alternatively, run Disk Cleanup by right-clicking your hard
drive in My Computer and choosing Disk Cleanup. (My Disk Cleanup doesn't
work anymore for some reason.)
