Ben,
Is this dejavu all over again ? The latest release of this patch is not
*supposed* to have installation or detection issues.
Check in the Add/Remove Programs tool in Control Panel to see if it's
listed there. If it is, check the file attributes of the fix against the
ones on your system :

They're located in the Program Files\Common Files\Microsoft
Shared\TEXTCONV folder. If your files match the ones above it did
install and it would appear as though the Windows Update site can not
detect it as being installed. You could edit the Registry to show that
it is installed IF you feel comfortable doing so. You could also
uninstall 823559 and attempt to download and install it again.
To edit it in the Registry, open the Registry Editor ... Start | Run |
type in regedit | press Enter or click OK | drill down to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{2806b4d1-cadf-4568-99df-1c8836a6b4bc}
In the right pane will be this value name "IsInstalled". Right click on
it and choose Modify. For the Value Data make sure it is set to 1. That
will show it as installed. Click OK. Now close each branch until you're
back to My Computer. Close the Registry Editor.
To download the patch again :
Clear all files and cookies from the Temporary Internet Folder .
Clear the History.
Go to the Program Files\Windows Update. Right click on the osdet.dll
file , click the Version tab ... it should be v.5.3.1019.0. There should
also be an osdet.mil file present. If not, please post that info back.
Now open the C:\WUTemp folder and delete the contents.
REMEMBER to temporarily disable your antivirus, pop-up blocker, ad
stopper, cookie cutter, internet "speed" booster, or any 3rd party
software that may interfere with the download and installation.
Now go to Windows Update.
If that doesn't succeed open the Windows Update.log found in the WINDOWS
folder with Notepad. Scroll down for any error code(s) associated with
the failed install. If it advises you to see the iuhist.xml file open
that and post back what you find. For the Update.log go to :
http://v4.windowsupdate.microsoft.com/troubleshoot/
and look under : Problem Downloading/Installing a Software (Non-Driver) item
if you can't find the error code there post it here.
