I am still working on my friend's WME machine. I tried running
scandisk because defrag required it and it keeps restarting because
it says Windows or some other app is writing to the disk.

Ctrl-Alt-Delete only shows 3 things running:
Scandisk
Explorer
Systray

And so, what is keeping Scandisk from running to completion?

Try running scandisk in Safe Mode. It should overcome the re-starts
