Next another message appear " Explorer has caused an error in Shell.dll.
Explorer qwill now close. "

Reboot several times, shutting down completely each time.
Report what happens exactly, including any error messages.

See MS KB 264938, for additional details.
Be sure you have, or can obtain, an EBD, aka, boot disk, when you repost.

Jack,
Mysteriously, when I boot up, the ME come back and run reasonabble ok. The
only thing is when i try to go to system info, an error message pop up under
["Microsoft Int Exploer"
Installation of the component fail. Please try again or choose Window
Update....." with the 'OK' option].

When I click 'OK', there is another screen saying ["IE Script Error" with
line 63 char:1 ..... etc. ]

For the 2nd error message above, in the CP/IO/Advance, Display a
notification... was found to be uncheck

"Disable Script Debugging (IE + OTHERS) were checked. (Can't understand why
the error message still appears.

As for the first error message, I think it can be fix when I get to
internet. At the moment, the driver for the network card seems to be
incompatible.

Any idea why the 2nd error message should appear when its not suppose to
be?, thanks

You may have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://download.nai.com/products/mcafee-avert/stinger.exe

- update your virus scanner and run a full system scan of all files.

download AdAware SE Personal Edition from www.lavasoftusa.com, install,
update, and run it to remove spyware, adware, and other such nasties from
your system.

Dl and do a scan, nothing found. The strange thing is when I first go to
"disable SR" , it was already "Disabled" and when I try to run the removal,
it says the ME is "Enabled SR". Anywhere I decided to run it and at the end
of the scan, it says the system is "Disabled SR". So when I unchecked , apply
.. and restart the pc.

Then I go back to see that its still 'check'. I do the restore SR a few
times and its still showing "check" Why is that so?

is *Statemgr enabled in MSCONFIG? (is it even present?)
Have you been mistakenly using IERadicator - and not fixing the stuff it
also disables?
Try a manual clean of the SR folder tree -
Boot to DOS, using your Startup Disk (if you don't have one and can't make
one from Start | Add/Remove Programs, then download a diskmaker from
www.bootdisk.com, and create the floppy by running the file)

At the A:\> prompt, type the following commands (followed by [return])

ATTRIB -S -R -H C:\_RESTORE

REN C:\_RESTORE OLDREST

When the A:\> prompt returns, remove the floppy, and reboot the PC. The
Control Files will be rebuilt, and a Restore point should be created.

Then delete the C:\OLDREST folder, and reboot again.

Finally adjust the space allocated to the restore folder

Yes - that version of STMGR.EXE is the correct one. (It's only SMGR.DLL
that's updated with the System Restore patch)
