I have some program running in background that writes to hard
disk continuously, even with all programs shut down except
explorer and systray. Because of this, scandisk will not
run, even on startup. Both scandisk and defrag must
restart every few seconds. How can I find and eliminate
this program? I tried restarting in "safe mode" and still get the error that
scan disk restarted 10 times. I have McAffee virus and fire wall running.
Nothing shows a virus. I don't know what else to try. Can anyone help.

That could well be your problem.
Try stopping (or disabling if that's what they call it)
your antivirus software and your firewall - after all you
will be off-line, won't you? (unplug broadband)
After you've succeeeded in fixing (scandisk) and
defragging, investigate why your AV and/or firewall are
writing to disk so often. They may be builing huge
logfiles, which may be a major cause of your disk congestion.
By the way, AV is barely worthwhile this year, with viruses
propagating much more rapidly than they can be recognised
and now mostly targetting XP. Also, a firewall is of very
little value with WinME which doesn't have nearly as many
useable loopholes for hackers as WinXP. Just be careful out
there and you don't need either.

Get the free ScanDefrag. It is the most advanced disk maintenance
program there is. It runs Disk Cleanup, ScanDisk, and Disk
Defragmenter. It's easy to setup and use, and it can deal with
problems like "drive's contents have changed: restarting...".
Get it and read about all the options it has that you can use.

It is , however, unusual to see ScanDisk restart.

Have you tried booting from a Win98 Emergency Boot Disk and using SCANDISK in DOS ?

I have the identical problem Sheldon reported. ScanDefrag
is a neat program, but it is helpless in overriding the
background program periodically writing to disk. Unless
we can find and eliminate the program, scandisk and defrag
won't run without endless restarts. Can it be something
embedded in Systray?
