Answered my own query using Google Groups.
If in OE, you have Tools > Options > Maintenance
> Troubleshooting checkboxes enabled, the error occurs
causing OE to crash.

I downloaded that version of Netscape and what struck me was how similar it
is to IE. I wonder why AOL who owns Netscape uses IE in the AOL program?

Because they fired the last of the Netscape programmers a coupla weeks back
:(

My reading of it is that AOL only bought it as a lever to beat MS about the
head with - it got them a big payout, and a huge (free?) licence for IE

It don't matter much Cody. Netscape is just a customized Mozilla.
Mozilla development is still chugging along. You can download Mozilla
1.4 or Mozilla Firebird and see for yourself. These things are
practically identical to Netscape, without AOL AIM or ICQ add-ons. See
here: http://www.mozilla.org/
