Running Japanese programs on an english Windows ME

I am having difficulty loading a program. Is there a way
to get programs outside of office to have its characters
displayed correctly on Windows ME? I have the IME and
driver so that things in internet explorer and office
programs work fine.

You will have to dual boot a Japanese version of Windows:
