Does the restoration of a" rbxxx.cab" file "UNDO" the
defragmentation done just after that backup file?

Replacing the registry files with backup copies has nothing to do with any
fragmentation there might be on the system drive. All that will happen is
that the three files user.dat, classes.dat and system.dat together with
win.ini and system.ini are replaced by the copies in the backup cab file.

I thought so but quite often I notice
that on drives property sheet the
the defragmentation status changed.
You last defragmented this drive...... days ago.
I never noticed it before, it may have
happed accidently.

the date and time of the last defrag is held in the registry - so restoring
back through that time would revert to the previous time, although no actual
changes are made to the drive
