When I start my Windows ME machine I am at the 80% resource level. I think
I have taken all I can out of startup using msconfig but I have a Logitech
optical mouse, Avast! anti-virus, Internet Call Waiting and Adaptec cd which
are so integral I need them there. And I have visited the normal sites for
help in minimizing start up programs.

After I have been on the web for two or three hours, using IE 5.5, my
resource level drops to the 60% area, with no programs running. At that
point the mouse cursor cannot quickly follow the mouse movement, to the
point where it is annoying. Below 60% resource level, say at the 55% level,
the cursor delay is really impossible, requiring a reboot. Is there
anything that can be done about this in Windows ME besides starting at a
higher resource level, by deleting more start-up auto-run programs and thus
prolonging the time to reboot?

Get a copy of Process Explorer, free from www.sysinternals.com . This
little app will tell you exactly what is eating your cpu cycles in %. I
suspect there may be something running that you are unaware of (a lot of
processes do not show in the End Task window). Hope that helps.

I did that and while my resources are now at 63%, my cpu is at idle 97%,
Process Explorer 3%.

With your mouse 'stuttering', I sure thought you would find something. Was
the mouse acting up when you were looking at the Process Explorer? I know,
Ron Martell (MS-MVP), highly recommends periodic restarts to "clear the air"
in Me, especially if there are Norton apps involved.

Some things you can try to pinpoint the problem:

unload the antivirus-checker (from <Ctrl-Alt-Del> Close Program)

reduce the memory cache/increase the disk-cache for IE

Download and install a memory-defragmenter

Note that:
You don't need the Adaptec software running unless you're actually
burning a CD.
Unless you use the middle-button, you don't need the Logitech software
either (though this is a pretty benign driver)

Restart IE more often.

Well, you have to run it when you're having problems, not when you're not.

What does the process explorer do, anyways ?

who currently has over half a gigabyte of main memory and (after fixing
the vcache settings) doesn't worry about running out of RAM, or
needing a static swap file, but used to run win95 on a 386 with 8mb
where memory defragging/management wasn't an option so much as a necessity.

Process Explorer is an excellent little app that will show you EVERY process
running on your machine and the amount of cpu usage in %. It will show the
background processes that are not shown using Ctrl-Alt-Del for the End Task
window. It has a number of features, too lengthy to mention here....if you
are curious, check it out at www.sysinternals.com .
