You need to beg or borrow a bootable floppy. Since you have access to the
net since you are posting to this newsgroup either use a boot floppy from the
PC you are using or download the image of a Win Me boot floppy from
www.bootdisk.com to your desktop, double click to run and follow the prompts
to create the necessary disk.
When you've done so boot to DOS using that floppy and then run SCANREG
/RESTORE from the DOS prompt and choose the most recent date from before the
problem existed. This will restore the registry as well as the file win.ini
and system.ini from the backups created automatically the first time you boot
your PC each day. Remove the floppy and boot into Win Me.
