If it moved on its own, it is generally as a result of some form of
malware. If you don't already have these, I suggest you download them,
immediately check for updates and then run a scan to clean up your
system. Delete everything that AdAware finds but use judgement with
Spybot. Generally you can delete everything that is red flagged, but
just check it over to ensure that it isn't part of one of your
programs.

Then do as Rick suggested; Click and hold onto to the bar and drag it
to where you want it.
