User-level access control is used to provide and inherit a security scope
based on a central security provider. The security provider grants access to
the shared resource by verifying that the user name and password are the
same as those on the user list stored on the network security provider.
WinME by itself can only support Share-level security(password challenge). A
client like WinME can't support User-level security without the existence of
an NT4, Novell or W2K server or domain.
