Should Program Files be a ubdirectory of WINDOWS?
ie. c:\WINDOWS/Program Filed/any application.
I'm not sure if I accidentally moved it.

Normally the Program Files folder is on the C root or C:\Program Files.
Because of the way programs are installed and the registry entries
associated with programs you can't just move the folder willy nilly or
at least you shouldn't, you might have problems with your programs if
you do so. There is nothing to stop you from trying it but you may end
up with a mess, programs that don't want to work, uninstallers that
can't find programs to uninstall and a registry blown out of proportion
with multiple registry entries that point to nowhere.

Yes - C:\WINDOWS\Start Menu\Programs
Right-click on the "Start" button and select "Explore" or "Open" to view it.

There is just one opportunity to move "Program Files" to another drive
and that's immediately after you install Windows and then install
Tweakui which will allow you to move it. After that, you can install
all of your apps in Program Files on a drive other than C.
