Hello Pete,
You could not find the "motmon" file or you could not find your MSCONFIG
utility?
Below is a description of what the file does, we've been over this, but what

Scroll down to "Motmon" for a description of what it is and does.
If you cannot enable your MSCONFIG utility, I'm at a loss as to what to tell
you. Type "MSCONFIG" (no quotes) in your Run > Dialog Box - Hit enter.
*If* it comes up > go to the "Startup" Tab. Scroll down the list of "Startup"
items and see if "motmon" is still there.
Most of us run a "selective" Startup is the Configuration Utility - MSCONFIG.

The main reason that this is done is not specifically for the purposes of
troubleshooting but to disable programs from loading in the "background" that
are not needed on a day-to-day basis.
If the file in question is still giving you trouble, "unhide" your System Files
in Folder Options in Control Panel and do a Find > Files > Folders for the
motmon.exe file - you can rename it motmon.exe.old so that it is not executed,
with the "old" extension or name after the executable extension or "exe" it will
not run regardless of whether it is in Startup or not but that should be done as
a _last resort_
