I can't start up my PC, & one of the suggestions is that I

They can't be missing, in the sense you have asked about. FAT stands for
File Allocation Table and that is the type of formatting used on the hard
drive: FAT for FAT16 and FAT32 for larger harddrives.

Do you get an error message when trying to start?

Can you boot from a floppy? If so, can you verify the harddrive is there?

No I can't boot from a floppy, tried creating a boot disk,
but still nothing happens.
I get a msg boot from ATAPI CD ROm failure, but I have
checked my BIOS & it is not set to boot from the CD drive.
If I boot from the boot disk noe of the options get me
anywhere, other than help suggesting I run scandisk or
fdisk, which I did but doesn't come up with any errors.

I have the same type of problem......

It is either a corrupt Master boot record, or a bad hard
disk, or VBS checksum error relating to the corrupt
master boot record. Or still it can be a boot record
virus, or in some cases a device conflict. However,
normally you would receive a black screen with the
message Operating System not found. With an error (when
CTR pressed on startup of an error 8108. afailure i
think to find a drive in the internal table.which I think
relates to partition info and this info is in the Master
boot record as far as I know. With the errors mentioned
above it is impossible to enter safe mode, nor change any
settings via the start up disk to drive c. However after
saying all that it could well be some errant BIOS setting.

I tend towards the corrupt Master boot record.

Rebuild Master Boot Record:

Bootup using your "Windows Startup Disk"
Select #1
Exit Help
At the DOS prompt,
type the following line,
and press <enter>

FDISK /MBR

Remove the floppy,
and press Ctrl+Alt+Del to reboot.

This will rebuild your Master Boot Record (MBR).

Thanks for the suggestion, unfortunately it didn't work.
When I enter after typing in FDISK /MBR I get the msg "no
fixed disks present"
Any other ideas please?

This may be rather remote, however, have you been inside your cpu lately?
The reason I ask, you may want to verify the integrity of your HD
connections. Otherwise, I would tend to suspect possible HD failure. When
you first turn the machine on, do you hear the HD spin up? Do you get the
POST 'beep?'

No I haven't been inside the CPU.
It does sound like the HD spins up & I get a beep.
The CD-Rom seems to work sometimes or with certain CDs.
I was able to put in a symantec virus check CD which
didn't find any viruses
