After trying all the suggested methods I still have the same memory loss,
approximately 4 MB's a day.
Is there really no way to fix this? It's only happening on my main drive "C"
(D,E,F and G are the others, with no trouble at all).

My question is, why should there be any loss of memory?
What is eating it up or better, consuming it?

This is not memory you're losing, it's disk space.
4MB is about normal - System File Protection files will be taking some of
that. even with System Restore disabled (as it will be, with less than 300MB
free space on the drive - did you check that??), SFP continues to function.
It may be worth clearing the SR folder manually to ensure that it's empty,
thereby gaining the maximum space, and ensuring that the control files are
reset properly.
To do this
Boot to DOS, using your Startup Disk (if you don't have one and can't make
one from Start | Add/Remove Programs, then download a diskmaker from
www.bootdisk.com, and create the floppy by running the file)

At the A:\> prompt, type the following commands (followed by [return])

ATTRIB -S -R -H C:\_RESTORE

REN C:\_RESTORE OLDREST

When the A:\> prompt returns, remove the floppy, and reboot the PC. The
Control Files will be rebuilt, and a Restore point should be created.

Then delete the C:\OLDREST folder, and reboot again.

Since you have so little free space on the drive, SR should come back as
disabled, and the minimum amount of drive-space should be taken by the SFP
files - IIRC, it's around 5MB total. These will continue to accumulate over
time - at a rate somewhat less than 1MB a day under normal circumstances -
but could increase during an install (which I assume you won't be doing on a
severely limited system such as this!), or update.
