That's almost impossible, unless you have malware running on your system!!
You may have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://download.nai.com/products/mcafee-avert/stinger.exe

- update your virus scanner and run a full system scan of all files.

Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.

TXT files are in place on my desktop and will drag and
drop to the Run Command in the order they appear in ur
article. Before proceeding should I attempt a clean up of
my registry. I have McAfee Shredder which includes a Clean
Registry Tool. As to its complexity, I am unable to
comment as I have never used it. Would appreciate ur
thoughts and recommendations if any.

The ONLY registry cleanup that's worth doing at this stage is running
SCANREG /FIX - which you've already done.

Most 'registry cleaners' (almost all of them in fact) have a nasty habit of
removing more than you really want to remove - and some can result in worse
problems than you started with.

Tried running uninstall. Got the error message 'Windows
Cannot Find'. Maybe this is good news? I dragged and

"cannot find" WHAT?????
without the details I have NO idea what you (or windows) are talking about!
There are at least five things that it may not have been able to find.....

rundll.exe
setupx.dll
InstallHinfSection
Uninstall 132
C:\WINDOWS\INF\PCHealth.inf

which one was it???

try again - and make sure that a carriage return hasn't slipped in to break
up what should be a single line starting with 'rundll' and ending with
'.inf'
(I just tested it again here, and it worked fine!)

Eureka! System Restore is back. Thank you Noel. Have no
idea why copied instructions when pasted contained
quotation marks that didnt even show in the TXT files on
my desktop. Typed them in from ur info sheet and all went
smooth as silk. Bet this is the last time u want to hear

Now that IS good news - (fancy emailing me one of those text files? - I'll
have a look here - what were they created with?)

now what I want to hear is the version number of C:\WINDOWS\SYSTEM\SMGR.DLL
(r-click on its icon in Windows Explorer, and select Properties|Version)
it should be 4.90.0.3003 - otherwise you'll have to install the patch

Look here for a test for System Restore, that should identify any problems
with it - and some other fixes if you have problems with it later.
